A touch more shadow lift in the mid-ground would reveal more of the building texture, but the restraint here keeps highlights from blowing out, which is the harder call to get right.

The cyan-teal cast dominates and, while atmospheric, it pushes the white balance cool enough to feel synthetic and drains warmth from the whites. The result flattens tonal variety across the frame. The warm street and river lighting provides the only meaningful contrast to the blue, and it earns its place.
